Concomitant Capital LLC is a private investment firm founded by Charles Kassouf, Arjun Radhakrishnan, and Matt Stevens to expand access to capital for U.S. small businesses and the banks that serve them.
The founding team brings together deep expertise in structured finance, regulatory capital, and small business operations. Charles and Arjun have worked together since 2018, collaborating on company acquisitions, financings, and exits across various industries. Charles and Matt previously worked together at the U.S. Small Business Administration (SBA), where they helped manage the Small Business Investment Company (SBIC) program within the Office of Investment and Innovation (OII)—gaining a unique perspective on public-private investment strategies and the role of capital in small business growth.

Charles Kassouf - [email protected]Charles Kassouf has more than 24 years of experience in the investment banking, credit, and securitization and legal services markets. Charles has structured and traded billions of dollars of fund obligations and other securitized assets and credit products at one of the world's largest banks. He rated structured products at a nationally recognized statistical rating organization, and he structured general obligation, project finance, and securitization bonds for municipal clients at an investment bank. As an attorney, Charles has represented numerous small businesses in Standard 7(a) program transactions in business formations and transformations, mergers and acquisitions, capital raises, asset sales, reorganizations, partner buyouts or exits, regulatory and corporate compliance, and private securities offerings. Most recently, Charles served as an investment analyst at the SBA overseeing 25 Small Business Investment Companies with combined AUM in excess of $2 billion. Charles holds a BA from New York University and a JD from New York Law School.

Matt Stevens is an operating executive with over 15 years of experience building investment platforms, managing large capital programs, and driving operational transformation. He most recently served as Deputy Associate Administrator (SES) at the U.S. Small Business Administration, where he oversaw operations, risk, and technology for a record $50 billion portfolio, including the SBIC and SBIR/STTR programs. In this role, he advanced new investment vehicles to expand access to private credit and equity, strengthened compliance, and launched initiatives directing capital into the lower middle market.
Previously, Matt led SBA’s $16 billion Shuttered Venue Operators Grant Program, delivering emergency relief to more than 13,000 performing arts businesses, and spearheaded the agency’s first enterprise digital modernization, creating its initial CRM and unifying customer portals. Earlier, he pioneered innovation cluster and technology sector programs in SBA’s Office of Entrepreneurial Development.
At the Department of Defense, Matt worked in the Office of Local Defense Community Cooperation, structuring agreements to re-shore manufacturing capacity and align state-federal investment in the defense industrial base.
Matt holds an MBA from UT Austin (McCombs) and a B.A. from Southwestern University. He is PMP certified, a former Peace Corps Volunteer, and an avid tennis player and fly fisherman.

Arjun Radhakrishnan - [email protected]Arjun Radhakrishnan is a seasoned business leader with over 20 years of experience in management, sales, marketing, and operations. With a diverse background spanning banking, manufacturing, dental, and retail industries, Arjun has a proven track record of driving business growth and operational efficiency. Holding a Master’s in Business from the University of Maryland University College, Arjun has successfully built, scaled, and sold multiple businesses. He has deep expertise in marketing, business acquisitions, and strategic exits, with a focus on navigating complex transactions and optimizing company performance. Arjun leverages his expertise to help businesses enhance their marketing strategies, optimize their operations, and drive sustainable growth.
